REQUIREMENTSAt least 8 years of experience in the design and management of civil society
strengthening and/or institutional development programs
• Demonstrated experience with conducting research and analysis of government policies
and national/subnational legislation
• Possess knowledge of USAID policies and regulations, and successful experience with
advocacy-focused small-grants programs
• Understanding of approaches to ensure gender mainstreaming and social inclusion
• Master’s degree in public policy, law, international development, public administration or
other relevant areas of study
• Excellent verbal and written communication skills in English and Russian required
• Knowledge of Kazakh, Tajik, Turkmen or Uzbek a plus

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and
good governance, is accepting applications for a Research and Policy Advocacy Expert for Social
Innovation in Central Asia (SICA). The purpose of SICA is to cultivate a vibrant and responsive
citizen-oriented civil society in Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan, and the
program is currently set to continue through September 2024.
The Research and Policy Advocacy Expert is responsible for the design and implementation of
activities aimed at strengthening the capacity and effectiveness of transparency advocacy
organizations and independent think tanks and reports to the SICA Chief of Party.
Note: This position is a key personal position and final hiring is subject to USAID approval of the
finalist’s candidacy.
• Manage SICA activities aimed at strengthening civil society’s role in promoting greater
public accountability through policy, research and advocacy
• Manage activities of the SICA Policy Research School by identifying and engaging with
think tanks and research institutions in the four target countries
• Develop and coordinate policy advocacy workshops and boot camps
• Organize and select participants for study tours and identify and establish partnerships
with regional organizations and organizations outside of the region to serve as hosts
• Ensure quality performance and achievement of planned deliverables and outcomes
• Manage and provide mentoring and professional development program staff with an
emphasis on building national staff capacity
• Identify issues and risks related to program implementation in a timely manner and
suggest appropriate program adjustments

• Ensure effective implementation of the monitoring, evaluation and learning approach of
the relevant program’s objectives
